It is time to come down harder on employers who underpay their foreign workers or pass holders, said Leader of the Opposition Pritam Singh in Parliament on Tuesday (Mar 2). He said such actions also sabotage Singaporean workers by undercutting their wage competitiveness. Mr Singh suggested increasing penalties as a deterrent, or requiring errant bosses – on top of criminal penalties – to pay foreign workers six months’ wages as compensation. This could also nudge workers to proactively report employers who do not pay their declared wages.

The Manpower Ministry could set up an online portal for prospective migrant workers and those already in Singapore, where only Singapore employers with quota and Singapore-licensed employment agencies can advertise vacancies, suggested MP Leon Perera in Parliament on Tuesday (Mar 2). Job applications and acceptances should also be done through this portal. Mr Perera said this would cut out unlicensed job brokers and improve transparency.
