We have recently added “no fees for workers” as an objective of our Recruitment Reform campaign. It is widely acknowledged that zero-fees for workers policies must be implemented to alleviate problems of debt bondage and forced labour for migrant workers.
A potential alternative is that recruitment agencies should be permitted to only charge fees to the employers who retain their services. The “employer pays” model would alleviate the financial burden on migrant workers, which might make it easier for them to speak out against rights violations, exploitation, and abuse in the migration process. Our online discussion will explore the benefits and drawbacks of this model.
