TOKYO — The Tokyo Metropolitan Government has proposed to the national government that foreign housekeepers be allowed to work five years in Japan, up from the current three years.

Tokyo authorities believe this change would enhance the work environment of housekeepers from abroad and attract more of them to Japan, helping to alleviate the country’s worsening labor shortage.
